The Inter-University Council of Ohio represents Ohio’s 14 public universities, each with vastly different academic offerings, organizational structures, funding, and resources, and facilitates the development of common interests and concerns among its members. As outlined in Article IX of the Bylaws of the Inter-University Council of Ohio, “In all matters eventuating in formal action, each attending member shall have one vote. On matters other than routine action, the Council shall work to achieve unanimity and consensus. For a proposition or motion to prevail, any vote taken by the Council shall be unanimous.” In the case of Senate Bill 1, a unanimous consensus was not reached. As such, and as outlined in the bylaws, each university has the freedom to act independently and to determine its own position on a proposition and thus has been able to respond to this proposed legislation as they deem appropriate.
